They can, but unless you have done something spectacular like brought your grades up from all C's in grade 11 to straight A's in grade 12, or won the Nobel Prize or something, they rarely reverse decisions.
On the flip side if you bombed your senior year after applying and getting accepted colleges can and OFTEN will, rescind your admission offer.
